Consolidated municipality commission
(1) Except as otherwise provided in this part or part 13, all powers of the consolidated municipality are vested in a commission. For the purpose of determining the number of members composing the commission, consolidated municipalities organized under the provisions of this part and part 13 shall be classified and all of the provisions of 7-1-2111 and 7-1-2112 govern and control the classification of the consolidated municipalities.
(2) (a) In consolidated municipalities of the first class, the commission shall consist of seven members.
(b) In consolidated municipalities of the second class, third class, or fourth class, the commission shall consist of five members.
(c) In consolidated municipalities of the fifth class, sixth class, or seventh class, the commission shall consist of three members.

(2) (a) In consolidated municipalities having a taxable valuation of $50 million or more, the first class, the commission shall must consist of seven members.
(b) In consolidated municipalities having a taxable valuation of $12.5 million the or second class, third class, or fourth class, more and less than $50 million, the commission shall must consist of five members.
(c) In consolidated municipalities having a taxable valuation of less than $12.5 million, the fifth class, sixth class, or seventh class, the commission shall must consist of three
